On 17th September 2025 – The European Union Chamber of Commerce in China (European Chamber) released its European Business in China Position Paper 2025/2026 (Position Paper 2025/2026), calling on Chinese policymakers to use the upcoming 15th Five-year Plan (15FYP) (2026–2030) to affect a shift towards a new, productive development model.
The Executive Position Paper offers five overarching Key Recommendations to Chinese policymakers highlighting priority areas where, building on the achievements of the 14FYP, focused efforts can help China meet its development goals while remaining fully integrated in—and valued by—the global economic system.
Specifically, the European Chamber is calling on Chinese policymakers to fix the root causes of involution; provide a bigger role for the market to boost efficiency and eliminate waste; make trade make sense for its key partners; capitalise on its strength in green leadership; and ensure an open and inclusive digital transition.
The European Chamber’s individual industry and horizontal position papers provide more granular detail, putting forward more than 1,100 constructive recommendations for optimising China’s business environment.
“We stand ready to provide the policymakers responsible for formulating Liaoning’s own 15th Five-Year Plan with recommendations based on our members on-the-ground insights”, said Erich Erich Kaiserseder, chair of the European Chamber’s Shenyang Chapter. “We believe that by incorporating our constructive suggestions into its blueprint for economic and social development in the next five years, Liaoning will be able to further improve its business environment and position itself as an attractive investment destination.”
2025年9月17日，北京—中国欧盟商会发布《欧盟企业在中国建议书2025/2026》（简称《建议书》）。报告呼吁中国政策制定者借第十五个五年规划（简称“十五五”）（2026-2030年）契机推动向新型高效发展模式的转型。
《总体建议书》向中国政策制定者提出五项总体建议。报告指出，在 “十四五” 规划成果的基础上，聚焦重点工作领域着重发力，可助力中国实现发展目标，同时保持与全球经济体系的全面融合，持续获得国际社会的认可。
具体而言，中国欧盟商会呼吁中国政策制定者从根源上解决“内卷”问题；更好地发挥市场作用以提升效率、杜绝浪费；与关键合作伙伴建立良性贸易关系；充分发挥中国在绿色发展领域的领先优势；确保数字化转型过程开放包容。
《建议书》的行业报告和横向议题报告提供了更详尽的内容，并向中国政府提供了1,100余条建设性的建议，以进一步改善中国营商环境。
